Aurora’s GB Energy Policy Update for Summer 2019

We are pleased to present Aurora’s GB Energy Policy Update for summer 2019.

This note provides a high level review of recent GB energy policy updates. Highlights include:

  • BEIS have released various consultations, giving indications of the direction of the anticipated Energy White Paper. Highlights include the future of nuclear support regimes and Carbon Capture and Storage.
  • On Brexit, whether or not parliamentary outcomes over the last few days have reduced the likelihood of a no-deal scenario, significant implications for the power sector and carbon pricing remain.
  • On the Capacity Market, BEIS have published their 5 Year Review, the European Commission investigation is expected to conclude this autumn, and parameters for 2020’s T-1, T-3 and T-4 auctions have been released.
  • Network charging reforms are ongoing, with the Targeted Charging and Network Access Reviews and other code modifications running in parallel.  Final decision on the TCR is expected within two months; reforms to storage charging are also expected to be finalised soon.
  • Contract for Difference Auction Round 3 is facing a judicial review, which could result in a re-run of the auction and has potential implications for onshore wind participation.
  • Ofgem has published a position paper on its approach and regulatory priorities for Distribution System Operation.
